If by that, you mean forced commitment to a 'mental asylum' ... I agree.

Deinstitutionalization, while implemented in Western countries with good intentions, has resulted in homeless people who do not have access to psychiatric drugs or refuse to take them, has established a separate class of people who are mostly despised by the general citizenry. This ostracization is done mostly out of fear.

As is often the case, deinstitutionalization while implemented with good intentions, has resulted in a growing problem in society.

Mental Health Systems Act of 1980 (MHSA) was United States legislation signed by President Jimmy Carter which provided grants to community mental health centers.
During the following Ronald Reagan administration, the United States Congress repealed most of the law.

The National Government, as is the custom under Socialists (i.e. Democrats), over-reached.
And Republicans, as is their custom, dumped an ill-begotten National program back on the States.

I had forgotten that started under Carter. What I remembered most was it happening under Reagan. Putting so many barely functional people on the street was hardly a good idea.

Yep, and it continues today with the worse of the worst being on the street until they run afoul of the police.

Most homeless are that way because that is how they want to be. They can't function in society.
And the question is, as a Societal and Legal approach, can these type people be forced into an asylum for mentally challenged citizens.

One of the problems the USA is experiencing is the disproportionately high number of these mentally challenged people coming across the Southern border with Mexico.

In the mid 80's I sometimes ran a route with a big state psychiatric hospital. On Wednesdays they would let out the patient/inmates and you could watch them stumbling (thank you thorazine) down the street to Burger King to get an order of fries they paid for with pennies.
