When I worked in the "cage" (international holds) one of the first things that we did when we started our shift was scan each and every package. They would either come up "hold" or "release". We would keep the "holds" and put "release" tape on the ones that were released. There was nothing more that we could do at the local level----it was all up to customs.
Meh. At least this guy is having some fun with it.
