The notorious Harry Anslinger also shows why once gov't builds a bureaucracy, it becomes impossible to make it go away even when no longer needed. Even when the original mission ends. Also raises the question of what incentive does a gov't agency have to even solve a problem (its original mission) when for the sake of job longevity and career, it is best for the problem to get worse and grow? Do we dare go down that rabbit hole of why gov't seems to only makes things worse?

According to the Orange County Register, Barr will be an investor and have a licensing agreement with one of the 20 dispensaries that won a city lottery last year, allowing it to operate in Santa Ana, California. The pot shop will be called Roseanne's Joint and will feature Barr's unique pot strains and products—including pot-laced, chocolate-covered macadamia nuts grown on her Hawaii farm.

“I’m proud to be a cultural pioneer at the forefront of another wave of progress! And we’re proud of the city of Santa Ana as we continue to move into the era of recognizing cannabis as the natural, therapeutic, herbal substance medical science has proven it to be,” Barr said in a statement. “Roseanne’s Joint will be a responsible, contributing member of, and addition to, the community.”

...or at the very least, possession of a small amount would warrant a ticket, not a court appearance...
Its been that way in Oregon since 1972. Posession of less than one ounce is a civil infraction, you get a $500 ticket and nothing on your criminal record. Now it is fully legal and most cities have dispensaries.

It frees up the courts to deal with the real issues at hand.

We just had a medicinal marijuana dispensary open here. They did a really nice job on the renovations. You can't just walk in off the street----you have to have an appointment with a script from an approved physician.
