Its recording all the time. Every time you buckle or unbuckle, its recorded. It later checks for when the seatbelt is off and the vehicle is moving.
Yes, its true that if you sat on a buckled seat belt all day, it would think you were 100% in seat belt usage. If course, they would wonder how you delivered strapped to the seat.
As far as drivers being 100% all day, I don't really look for that. There are some. More time is spent on center totals and outlyers.
Here are some typical results:
95% reduction in miles driven with the seat belt off
80% reduction in miles driven with the bulkhead door open
80% reduction in instances of recording while travelling
>50% reduction in idle time
As someone else said, these reductions are probably understated because drivers know they are going to be monitored before training occurs.
There is a driver training presentation. It outlines this in pretty good detail. It shows what will be tracked and I think even has example screens.
I would encourage drivers to ask and see the actual system.
