I’d say states should still supersede federal government in areas the constitution doesn’t authorize them to act. Unless you are talking something specific like federal lands, which is a whole other can of worms..

Because that is the way our constitution is set up, it was founded on the colony’s rights of self governance not focused on towns rights.
States also act in a republic manner, so you have every right to go vote for someone that will hand cities more power.
