They are no longer "managers", instead, they are "YES MEN", first thing to qualify for the job is to be castrated. Second thing is do whatever they are told and refuse to go against a bad plan, the third thing is to violate the contract in order to avoid failing the "PLAN".
This is why they promote the "least" qualified for the job.
