Your first part of that sentence is correct; however, the second part is not. As long as he signed a withdrawal card not only will he still be vested but he will not have to pay back dues and/or a second initiation fee. His pension will pick up where it left off.
That would depend on the pension plan. If he was in a plan such as central states that no UPSer is in anymore they changed there rules as far as vesting. You can re-vest instantly now days. If he was in the UPS/IBT plan he would have to re-vest. You sound like you are in New York were there are several pension plans, so the rules are across the board. Good catch.
