Most towns have ordinance's that prohibitive clutter like that. They can start slapping fines.
People who have trashy houses like this don't care. They say screw the fines. They don't pay those either. The fines are added to their taxes but they don't pay those either. After 7 years the Township (in my case can claim the property) but that involves another 5 years of court proceedings and by that time the owners will come in and pay maybe 2 or three years of back taxes and the whole thing starts all over again. Ordinances basically mean crap in cases like this. These PIGS know every trick in the book.

The town will get a court order, bring in dumpsters, clean up. If necessary, they condemn the property.
Seen all that happen. Basically its a temporary solution. Pigs like these will have their homestead looking like crap again in a couple of months. Meanwhile the town has stuck it to the tax payer again to pay for a clean up that lasts at the most a few months.
