Earlier start- (Drivers) Halloween- 10/31

The reason it's a holiday is because it lands on October 31st.... It would be easier to move a lot of holidays to Sunday, but that would defeat the true purpose of the holiday.

All Hallows' day is Nov 1 that makes changing All Hallows' Eve hard.

The "approved" times here are 5-8. It's almost always over by 7:30 might get a few late scragglers.
