Yes and no. Is your steward useless? Have you had any contact whatsoever with your business agent regarding the harassment? I would go through the union first, then HR, then corporate complaint, and then the EEOC. Filing federal complaints is a bit extreme, so it should always be last. But at the same time, it also allows you to accumulate evidence, such as a copy of the letter you wrote HR, grievances, etc.. Like @TearsInRain said, a paper trail.

@Bastiatian I'll put it this way, I told my shop steward that he was harassing me again. She just told me to go to HR, like she gave up. :sad2:
