Why do we give discounts to companies that aren't our customers. Shouldn't we be giving the discount to the receiver?

It's not complicated. The person that ordered the item paid for the shipping, either separately or bundled into the price of the item.

They didn't pay us, so they are not our customer.

No they don't. ALL tax dollars come out of the pockets of individuals. The owners, shareholders, etc. pay the taxes.

Hypothetical example:
My Wife is going out of town to see family for 1 night.
Her boss can get her a better rate through the business account.
My Wife gives the boss cash, her boss books the room with the co. credit card.
The place turns out to be be sold out, no hot water, the heat does not work well, turns out to be bad.
Does my wife as the "customer" get the refund, or her boss who paid for the room?
