Why are sups allowed to scan for misloads. Isint that technically work that could be done by the union?

They aren't allowed to advance the forward progress of a package. But they do scan check audits on drivers also.

This is right. Too many people interpret advancing progress language to mean management can't "touch" packages. That's not what it means.
