Son, I was working at UPS before you were born.
An OMS cannot issue a warning letter. A part-time supervisor can't issue a warning letter.
A part-time supervisor can ask a full-time supervisor, to put a request in to the Labor Dept.
That is why it doesn't have your signature on it. You might of handed it to the employee.... but that's it.
I am not trying to diminish the role of an OMS.... just clarifying where they reside, on the totem pole.

I have a nice OMS lady, she orders me uniforms (if they're available).
I have another nice OMS lady, who speaks English well in person, but her messages are confusing.
I have another OMS lady who is a new-hire, just trying to do her job...she probably has four people telling her four different things...I'm real nice to her, she just started, and honestly she's doing the office-version of my cover-driver job.
I can guarantee anyone listening that these 3 ladies cannot issue me a warning letter on their own volition.
If I blatantly disregard their instructions (at 1900, when the plan REALLY falls apart), then I will be subject to spankings.

I know that the warning letters issued at my center are signed directly by the stamp the DM gave his secretary.the temps hired into the OMS position during peak are not supervisors, they are temps
a normal OMS however is a supervisor, regardless of what any contract-thumper says
however, the actual authority of a PT supe extends as far as whatever their center-manager wants it to extend. for some this is equivalent to being a grievable hourly, for some this means having as much authority as many full-time managers

In my opinion any level of management can present a letter, but they have to go up some steps to get it authorized.

I always laugh....When part-time supervisors "wear" that as a badge of honor.
What it indicates, is the inability to direct and manage the workforce.... So they fall back to doing the physical task, themselves.
It makes my job easier.... to get those grievances paid. Thanks.

yeah but the difference is anyone can be a burger technician or mindless UPS hourly, the same can't be said for a manager
