I SURELY would pull any and all permits for anything around here if needed !!

Anytime you try to let government get involved you have to mess with how the codes have changed over the years and all the extra work you have to do to bring everything up to current codes.

Some things you can legally do yourself without a permit. But if you hire someone else then yes, you need a permit. Water heater for example.
