My wife pretty much does the same. She puts herself to sleep for the most part. That way when she wakes up in the middle of the night she's not dependent on mom

It's not legal. It's just that it was ruled that the NCAA has no legal grounds for punishing a university for such things.
They took scholarships away from Penn state but were forced to give them all back after an appeal.
