The main difference is you can move from a ptcd to full time and your starting rate is the 29.24 because you've already qualified. If you go pt straight from the building with no driving experience you are at the 18.75 rate as you hadn't previously qualified. You are then in the 4 year progression. At the 29.24 you don't really get that big of raises it's just based off of the percentages of the top rate for that year.
