Sounds like it was in a neighborhood. They had no reason to approach the driver. Someone being on or near your property doesn’t justify shooting at them. Having lived in rural areas this was never my first instinct. They should have minded their business and left the guy be.

Especially if you're in an unmarked vehicle. Not only is that a bizarre reaction, but it also looks guilty as hell. The whole story is weird.

I'm not sure he was approaching in the same manner as they did.
