Call 911. That's the first call you make. Whether they are injured or not.

Generally, I wouldn't recommend touching the Injured person, unless moving them takes them directly out of harms way. Example, the vehicle is on fire and they are unconscious. Otherwise just asking are you injured is a safe way to determine. There are so many scenarios that could play out, its hard to give this question a definite answer.
