Once they go over the 25% of 22 .4 drivers, if they want to add any more 22.4 drivers they have to add three RPCD drivers for every 22.4 position they createDoes this mean if they add 1 22.4 job, they have to add 3 22.3 drivers? Or can they use existing 22.3 drivers and reach the 25% limit first?
Ex. Part timer next on list gets 22.4. But the next 3 under him get 22.3.
Or
Next 15 guys go 22.4 because they haven't reached their 25% limit.

It's about accountability. The simplest way to explain is this. We get fired if we dont follow the rules.
