That isn't what I read. What I got was if it was voluntary hours worked only, not some job abandonment situationThat's over simplifying it. That's not all he's asking. He wants to be able to deny his 8 hours if it involves preload/local.

There is one slight benefit though.
A laid off 22.4 gets their 8 hours at their FT rate garunteed by bumping two PT. That is assuming you ever get laid off. I can't use that now since I am still qualifying.
