Welcome to the club.

New Article 41 Section 2 progression rates for Regular Package Car Drivers (RPCD), Feeders and other full-time jobs (excluding Air Drivers, Article 43 jobs, or jobs covered under Article 41 Sections 3, 4 or 6):

-Start: $21.00 (a $2.25 increase effective August 1, 2018)
-Twelve (12) months: $23.00 (a $3.50 increase effective August 1, 2018)
-Twenty-four (24) months: $24.00 (a $3.00 increase effective August 1, 2018)
-Thirty-six (36) months: $28.75 (a $3.75 increase effective August 1, 2018)
-Forty-eight (48) months: Top Rate

ARTICLE 22.4: COMBINATION DRIVERS

  • Guarantees and protections for existing drivers and routes.
  • No layoff clause for regular package car drivers.
  • Five (5) consecutive days/Eight (8) hour guarantee.
  • Current drivers won’t be regularly scheduled to work weekends after an 18-month transition period.
  • Limited number of 22.4s. A maximum of 25% of the total regular driver work force. For every one (1) 22.4 position added, UPS must add three (3) regular drivers.
  • Part-time cover/utility drivers who bid 22.4 jobs will enjoy any supplemental progression credit or wage protection that exists for regular package car drivers.
  • The start rate of $20.50 will progress to a top rate of $31.34 per hour as of August 1, 2018.
  • The top rate will increase each year to $34.79 per hour on August 1, 2020.
Is there any Pro in 22.4? Maybe, like a newbie training position where they can grow out of it to bid for the 9.5?

Yeah, there are pros, just more cons. The pros are a guaranteed 40 and FT pension earnings. It's like making cover driver a FT job....
The cons, no protections under 9.5, no 8-hour requests, work weekends, get paid less than RPCD. It's like making cover driver a FT job....

9.5's Protection is included (if that building contains 22.4).

  • In buildings that utilize 22.4 combination drivers, all regular package car drivers will be eligible for 9.5 protection regardless of seniority or route assignment.
22.4 definitely make less money than the RPCD (am still that out).

22.4 who volunteered or forced to work more than 60 hours will get their pay double.

Section 5. DOT Hours of Service The Company shall not change the DOT sixty (60) hours in seven (7) days to the seventy (70) hours in eight (8) days rule for package drivers except at peak. With prior approval of the Company’s President of Labor Relations and the Teamster’s Package Division Director, the DOT standard may also be changed if required due to Acts of God or emergencies creating service disruptions. When the Company changes the sixty (60) hour rule it shall first solicit volunteers to work in excess of sixty (60) hours from all package car drivers in the center. If sufficient volunteers cannot be obtained to cover the over sixty (60) work hours, the Company will first force seasonal package car drivers, non-seniority package car drivers, parttime cover driver classifications, and then Article 22.4(b) drivers. Seniority package car drivers will only be forced after exhausting the seasonal, non-probationary drivers force process, part-time cover driver classifications and Article 22.4(b) drivers. No regular package car driver red circled under Article 22.4(b) will be forced to work on a day off and exceed sixty (60) hours unless he has a full eight (8) hours of duty available. Any regular or Article 22.4 package car driver who volunteers or is forced to work over sixty (60) hours in a week pursuant to this paragraph will be compensated at double time for those hours. This paragraph supersedes any provision in any Supplement, Rider or Addendum which addresses this subject. This Section is not intended to give the Company the right to force seniority package car drivers to work on a weekend unless permitted by the applicable Supplement, Rider or Addendum.

The 22.4 positions cannot exceed 25% of the driver workforce of that facility.


The number of protected RPCD jobs in each building as outlined in this Article 22.4 (1) above, shall be guaranteed from replacement by 22.4 combination drivers or from any part-time drivers as allowed by any Supplement, Rider or Addendum. In the event a protected job moves to another building or jurisdiction as a result of a change of operations or otherwise, the protected status shall follow the job. The number of 22.4 combination drivers shall not exceed twenty-five percent (25%) of the total number of RPCDs in the building. If the amount of regular Saturday or Sunday volume in a building consistently requires RPCD drivers to work Saturday or Sunday because of the twenty-five percent (25%) limit, the Package Division Director and UPS President of Labor Relations shall be allowed to adjust the limit based on demonstrated service needs.

The waiting list to get on the 9.5 (9 and half hours) is 5 months to get on and 5 months to get out of it, I think??

  • Two five (5) month periods for getting on the list through the union, in addition to getting on or off the list at any time (except during the November 15-January 15 peak period) in between with one week’s notice to UPS.

No penalty shall be due if the employee exceeds the eight and one-half (8.5) hour threshold as a result of events beyond the Employer’s control.

Not sure why you responded to my post with all of that, I know what 22.4's are, and it really has nothing to with what I posted.

I wonder if in the building means just driving or doing any job in building

Some People think that a 22.4 will just cover drive or take another job driving and still be on the road when a RPCD is laid off

The 9.5 list in our local is everyone is on it unless you opt off it

I will put our contractual language, pension, healthcare and retiree package against yours any day. If yours is good you should be happy because there are many supplements and riders that don't even have a 8 hour 5 consecutive guarantee.

Typical lame reply. I bet your not even in our region trolling for a No vote. Listen here, in our area YOU are selling out the unborn and the actives by not getting them the uncapped retiree healthcare. We already have a two tier driver since Ron Carey in 1997 and the 22.4 language improves it. Starting wage is going to $15 dollars per hour and Healthcare is gonna start at 9 months instead of 12. Top driver rate to $41 dollars by he end of the contract. $445 dollar a week is paid by UPS for a full timers healthcare and full time drivers / 22.4's (if work 2080 hours) will get $129,000 dollars into their pension over the life of the contract. GTFO and we are uplifting the unborn!
How many people do you know at ups that retired at 49. I know of none nobody here retires that early. Most people retire after 58. I'm sure you have it better than most local but over here our pension is 100 per full-time year and health insurance for retirement is over 400 a month that's 4 years worth of pension. It used to 50 a month
