The he reference here is Paul. I believe Paul struggled with some of his old religious teaching from when he was a Pharisee.

Peter had his own issues as well.

These were the men Jesus chose to lead the Church and establish congregations. No, they weren't perfect but they were in their teachings inspired by the Holy Spirit. Paul even said at times that this was his opinion which implies that other things he wrote were from God and must be followed. We don't get to pick and choose what to agree and disagree with. If you do you are essentially saying you are on the same level as the Apostles. None of us are.

By the way Jesus chose men to be his apostles.
