I will answer what is a very simple question that you are for whatever reason unable to either understand or answer:

Yes, it is the job of every senior employee to "teach" the newbies about any aspect of the job with which they may be unfamiliar.

I agree it is also everyone's job to read the contract and get an understanding of it, it is everyone's job to show up at local union meetings. The union is struggling because the younger generation wants everything handed to them, but doesn't want to get involved! You don't want to gain knowledge but you want your steward to fight for you, it doesn't work that way! You have to gain the knowledge and fight for what you feel is right with the contract, knowledge is power!
