Perhaps I am reading it wrong, but that article is referring to employees at a smartpost distribution center. Nothing to do with Express.

They are converting many of the stand alone smartpost hubs to handle normal Ground operations. The Ground hubs and terminals are all handling smartpost now so separate facilities aren’t needed anymore. If Fedex owns the land they’ll shrink operations while they do the conversion.
