Why not 8.0 hour list instead of 9.5?

You can't compare package car driving to a 9-5 punch. Most jobs you punch in, immediately start doing your tasks, and then punch out as soon as the clock strikes your scheduled finish regardless of what you're in the middle of give or take a few minutes. Either someone else takes over, or you continue your work the next day.

Get to work dick around for 15-20 minutes then start the day

Start getting ready for lunch 5-10 minutes before lunch

Get back to work 5-10 minutes after lunch.

Start getting ready to leave 15-20 minutes before the day is over.

Sounds like a cushy office job or something. That's not the norm. Just take the most common jobs, retail and restaurant worker. You punch in, you get right to work at your position. At your scheduled finish time, you punch out and someone takes over your position. That's most typical.
