He did. They convinced the Germans that Jews carried disease, and all Germans had to be up to date on vaccinations, carry their papers stating such, and present them upon request to travel or buy groceries. But no one can figure out why that's a problem now. I read a story of a woman who died because she lost her vaccine record. I believe it was because she had to get all the vaccines again, and she died from the side effects. No relation to anything happening now, of course.
