Our investigation has included developing information from other persons and entities, both in the U.S. and outside of the U.S.”

Anyone, like Comey, Andrew McCabe, Strzok and Page, no longer in the Justice department were not in scope of Horowitz's investigation and report.

You are apparently right as far as the initiation of the Trump investigation not being politically motivated.
Comey, Andrew McCabe, Strzok and Page will be within the scope of Durham ... glad I'm not any of them.
The FISA Court debacle is wide open and will certainly be pursued by Durham.

The report says that the FBI was told in January 2017 by Steele's single subsource that the information given Steele wasn't ever intended to be put in a report and was totally uncorroborated. They still went forward with the dossier and got FISA warrants. Even if they weren't politically motivated at the start the moment they went forward even after knowledge the dossier wasn't verified it became a criminal conspiracy. A heck of a lot more is in the report, and Durham's report is coming. And Durham can make arrests. Y'all can spin it any way you like, but Durham isn't a political partisan. Possibly the most respected federal attorney in the country. What he cares about is rooting out corruption, and it's coming soon.
