To fix anything around mechanical equipment, you must be able to "lock out" said equipment, and only PE can do that.

And who are those? PE. I am not aware of any non-PE personel who are "lock out" certified

Chuck, the year I bid a preload/porter job, I was lockout certified. That way, if something was stuck in the cages at the ends of the belts or extendos, I could shut them down to open the cages.

Had no idea. Here, there is no use for anyone non-PE to be certified, just figured it was that way everywhere.
