I was referencing Local 243. Looks like Local 926/Western PA also got the required NO votes for the voter count to not matter.

They also got over a 50% turnout, so they only needed a majority no vote.

Yes they did, or at least 1 did.

Western PA had more than a 50% turnout and rejected their offer.

It cannot be enforced unless Hoffa uses the clause about them trying to change what's already in the Master.
