Any PE mechanic will be lockout certified.

Sounds like he skipped that crucial step.
FYI

PE Mechanics frequently work on live electric when troubleshooting, lockout procedures are not applicable during these repairs.

UPS PE Mechanics frequently work on live conveyors, lockout procedures are not applicable during live conveyor portions of the repair.

Any mishap is on them in that case.

Why would you even think about working on anything bigger than a 110 that was live? That’s asking for trouble.

What is your point?

IMO To establish the cause and responsibility for this mishap one would have to know the safety culture within the company and further investigate the safety culture of the PE Dept within that company.

It is part of the job.

Voltage testing during troubleshooting is considered a live electrical repair.

Live electrical repairs require specific training and specific PPE.

Think briefly why certain positions, for example, PE mechanics need to wear certain garbs. Think on what could their work involve that would require such apparel. Consider the number of ways a PE could be harmed, contingent upon the garments they are wearing.

Our PE guys wear blue getups... the only way they could be injured is heating up their soup in microwave too long & burning roof of mouth. If anything major breaks , they call an Outside company.. it’s a joke

Not in our local. Our maintenance guys always fight subcontracting.
