Hmmm...my reading of Article XII is that the GEB's approval is only necessary for a strike vote. I know it mentions "agreement ratification votes", but did the GEB get involved for this (first) offer at all (i.e., before it was put to the membership to vote on, since maybe it is simply something that happens before all first proposals for all the prior contracts)? If not, it's a compelling argument for stating that it wasn't a final offer and was only arbitrarily made so to impose the contract...just thinking aloud with my lawyer cap on.
