Nixon after all opened the door to China...good thing since we can't pay our bills. We nuked Japan twice and both of them hold our "debt".

No one else see's any long term problem with this?

Incorrect and in reply to MFE a submitted budget as required by the Constitution tells the House what he plans to spend money on then they hammer out their version and send it to the Senate which works on it's own version which is finally agreed upon by both Houses and sent to the President to sign into law or veto. Currently it's not known just how the money is to be spent and the government is being funded by short term spending resolutions by the House of Representatives. And since the Republicans control the House we're getting all this drama every 3 months with Democrats warning the sky will fall if they don't get the money and the Republicans ultimately caving due to political pressure.

Did you check the links? You will find even right-leaning publications acknowledge that the President has submitted a budget every year. Anyone that says otherwise should be immediately discredited as either ignorant or a liar.

Congress passes the budget. Congressional intransigence has resulted in not doing their job. Again, they had the President's proposal since April 10, late but over 5 months time to conference and pass a budget. Some in congress were so infatuated with a no-win proposition of repealing or defunding the PPACA that they wanted to play games with the budget. It really is the fault of Congress.

You're right, just waiting for someone to say Congress hasn't passed the budgets. Obama has been late with his budget 4 out of 5 years, and he is constitutionally required to have it done by a certain date. HOWEVER, Harry Reid and the Democrat controlled Senate hasn't produced a budget in 5 years, and it isn't because of the Repubs. Harry is your guy, go talk to him about why a finalized budget hasn't been submitted to the POTUS to sign and the gov't has been run on continuing resolutions instead. And that's a fact jack.

It's not, refer to the 1921 Budget and Accounting Act which created the procedure and the 1974 Congressional Budget and Impoundment Control Act which established the timetables for compliance with the previous law.

but van keeps referring to that budget being "constitutionally" mandated.

Whether a budget is mandated by a bill that was signed into law or by the constitution, it is still mandated. Folks claim the constitution says a lot of things until they actually read the damn thing.

So the House, if it really cared, could charge the Executive branch with Contempt of Congress? What is the recourse?

First it was Obama never had submitted a budget now it's he's been late past four out of five years. Just like most Republicans you change the facts to bolster your argument.

There's actually no penalty for being late and other Presidents have been late. But no one like Obama, who was 98 days late in 2009, the record. And yes it's the first Monday in February per the Budget and Accounting Act of 1921 but saying it's constitutionally required has a certain ring to it, LOL!! And how about that Harry Reid, running interference for Obama by not submitting a Senate version?
