Just depends on the area i guess. Many buildings are out of capacity. They have a pilot going on where there is a am/pm preload now. Pm preload is for super rural zips and they add a +1 tnt for them
Why would this not be grounds for more 22.3 combo jobs?

My understanding is it is more of a building capacity than staffing issue. For example If you have an average of 80k packages and only 10 unload doors it would be almost impossable to get thru it all in a 4 to 5 hr sort span

I invite you to come to the Redmond building in Seattle. That's a 7 - 10 hour preload almost daily.

Seems to make more sense having a FT preload then two PT preload.
