Nope. Rail chassis they have to fix it. Got one in our yard very similar to that, cap came off close and the driver was able to limp it into the center, sucker has been sitting there close to a year waiting on the rail people to come fix it. Right next to the other three that need fixing.

Yes. In the West it's in Article 20 of the Western Region supplement. Some areas like New Mexico have 4 day 10 hr work weeks. Your Local's Feeder work rules may have additional language.

Your inside tire should allow you to make it back to the hub .

I was in the middle of Utah. Called Penske. They came and fixed it.
